At the joint Commission/European Chemicals Agency (ECHA) pre-registration conference held in Brussels on Monday 14th of April, Otto Linher of DG Enterprise announced that Only Representatives’ (ORs) appointed to register substances on behalf of non-EU manufacturers will have to submit separate registrations for each company they represent. The original interpretation was that if a single OR represented more than one non-EU manufacturer for the same substance, they would submit one registration and aggregating the tonnage of all the non-EU supplier they represented. This is no longer the case.
Otto Linher said the change in interpretation followed a further round of dialogue with member states last week.
This new interpretation will soon be published in a new final version of the guidance on registration (RIP3.1).
